Each thing the competence requires in order to function.
The part
What it is
The useful test for each candidate dependency is whether removing it would degrade the capability materially within a quarter.
Tacit knowledge counts, and it is the hardest to record. Where a capability depends on knowing which exceptions to make, that should be written down as a dependency even if the knowledge itself cannot be.
The smallest level
The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Internal or external
External dependencies are the ones most often missed and hardest to control.
