What it is
Overlap is normal rather than scandalous. It arises because different teams solved the same problem at different times.
It matters where it fragments data. Two tools doing the same job with different records is a data problem rather than a cost problem, and the more expensive one.

The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Consequence
Cost duplication, data fragmentation or both — the second is the expensive one.
