What the organisation is actually able to do that makes the promise keepable.

What it is
A promise resting on a capability the organisation does not have is an ambition with a deadline attached to somebody else.
Naming the capability also identifies what must be protected: losing it means losing the promise.
The smallest level
The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Confidence
How confident the organisation is that the capability actually supports it.
