The level check
Whether the candidate is stated at a usable level of abstraction.
The part
What it is
Stated too broadly — “we are good at technology” — a candidate cannot be tested. Stated too narrowly, it is a task that anyone could learn.
The workable level is one at which the capability could plausibly be lost, and its loss would be noticed.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
