What it is
Measurement variation is a real and frequently large share of total observed variation, and it is usually unmeasured.
Where the measurement itself is imprecise relative to the tolerance, conformance decisions are partly random.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
