What it is
Conditions are observable rather than evaluative. Whether something runs, exists, or has been signed can be checked; whether it is good cannot.
Including handover conditions — documented, deployed, filed — is what stops an initiative being “done” and unusable.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
