Dependencies are stated as things rather than as people: the system change, the signed contract, the hiring decision.
Naming who owns each one is what converts the list from a description into something actionable.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
