The standing cost

What is held in reserve so the promise can be kept.

The part

What it is

Spare capacity, stock, staffing above the average requirement, and the systems that make the promise possible. This is paid whether or not anyone invokes it.

It is also the first thing cut in a cost exercise, because it looks like slack rather than like the promise.

The smallest level

The attributes it carries

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
