The volumes at which a new fixed cost becomes necessary.

What it is
Step points are knowable in advance and are almost never in the model. The next hire, the next facility, the next licence tier.
Knowing them changes decisions: growing to just below a step point is materially more profitable than growing just past it.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
What steps
The specific facility, role or system, so it can be planned rather than discovered.
