The same measure after the change, taken the same way.

What it is
Timing matters. Measured immediately, most changes show an effect that is partly attention; measured after a settling period, they show what persists.
The comparison should be against the baseline’s variation rather than its average, since a move within normal variation is not an effect.
The smallest level
The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Settling period
How long after implementation, since immediate readings include attention effects.
Duration shared typeOutside variation
Whether the move exceeds normal variation, which is what makes it an effect.
