Who decides when disclosure is unclear.

What it is
Unclear cases are the majority, and without a named decision-maker they default to waiting.
The decider should be someone who does not personally carry the consequence of the disclosure, where that is possible.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
