The leading and lagging
Which measures move before the outcome and which after.
The part
What it is
A leading measure permits a response; a lagging one permits an explanation. Both are needed and only one is usually present.
Leading measures are harder to choose because the relationship to the outcome is a hypothesis rather than a fact.
