Which claim wins by default, and the argument for that ordering.

The part

What it is

The default is what makes the register useful under pressure. Deciding in the moment produces inconsistency; deciding in advance produces something people can be held to.

The reasoning is the part that survives. A default with no argument attached will be overturned by whoever argues most confidently next time.
