The deliverable
What it is
Stakeholder interests conflict. That is not a failure of the map but the reason for having one, and the register is where the conflicts are written down before a decision forces the issue.
A standing resolution is a default, not a permanent answer. Recording it means departing from it becomes a visible choice rather than an unnoticed drift.
