What it is
Early stages should be low-consequence and real. Practice on work that matters slightly is what produces capability; practice on invented work does not.
Each stage should end with something demonstrable, because a build with no visible progress is cancelled during the first cost review.
The smallest level
The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Demonstrable outcome
What exists at the end of it, which is what protects the build from cancellation.
