The deliverable
What it is
Competences are built by doing consequential work repeatedly with feedback, not by training programmes. The plan is therefore a plan about work rather than about learning.
The step most often missing is displacement. Building a competence takes capacity, and a plan that does not name what stops will be abandoned during the first busy quarter.
