The build plan

How the competence will actually be developed — the work, the people, the sequence, and what it displaces.

The deliverable

What it is

Competences are built by doing consequential work repeatedly with feedback, not by training programmes. The plan is therefore a plan about work rather than about learning.

The step most often missing is displacement. Building a competence takes capacity, and a plan that does not name what stops will be abandoned during the first busy quarter.
