A plan with no review date is reviewed when someone remembers, which is during the annual cycle at the earliest.

The review is also where a plan gets cancelled honestly rather than abandoned quietly, which matters for whether the next one is taken seriously.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
