What it is
Depth is the difference between having a capability and being able to rely on it. One person at expert level and nobody else is a capability with a resignation attached.
Recording level as well as count prevents the arithmetic error of counting three people as cover when two of them are still learning.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Headcount
The raw count is what makes single-point dependencies visible without any further analysis.
