The surplus
Capability held that the plan no longer requires.
The part
What it is
Surplus is uncomfortable to record and expensive to ignore. Left unstated, it is carried indefinitely and discovered during a cost exercise.
The useful response is usually redeployment rather than reduction — a capability that is surplus in one part of the plan is frequently short in another.

The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Capability
Keeps surplus in the same vocabulary as the gaps, so redeployment becomes visible.
Reference shared typeDisposition
Redeploy, retrain or reduce — recorded so the decision is made rather than deferred.
