The capacity check

What the named owner and team are already carrying, and what this displaces.

The deliverable

What it is

This is the step most often skipped, and the one that most reliably explains why a well-formed plan produced nothing.

A new goal for someone already at capacity is a decision to drop something else, whether or not that is said out loud. The check is what says it out loud.
