A proportion, meaningful only when what it is a proportion of is stated.

A percentage without a base is the most common way of saying something confident and empty. Twenty per cent growth on what, from when, of which figure.

The attribute therefore carries its base rather than assuming it is understood.

The usual mistake

Percentage changes of percentages. A move from 4% to 5% is one point, not twenty-five per cent, and both get reported.
