Who decides
The role that settles the phase, which is rarely the same role twice.

What it is
In a construction project the client sets the brief, the architect and engineer settle the specification, the contractor decides procurement, and the installer decides what is workable on site. Each is decisive in one phase and largely powerless in the others.
Addressing the previous phase’s decider is the most common way to lose a position that was already specified.
