The instinct is to rewrite the sentence, because that is the cheap end of the problem. Sometimes it is right, and sometimes it is how an organisation ratifies a drift nobody chose.

Distinguishing the two requires asking whether the organisation is where it intended to be, which is a strategy question rather than a wording one.
