What it is
Recording the horizon is what makes the decision reviewable. A route chosen for a three-year need is wrong for a ten-year one, and the difference is only visible if it was stated.
Where the decision went against the costing, that reasoning is the most valuable part of the record.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.

How long the competence is expected to matter, which is what justifies the route.
