What good looks like, with where the number came from — because a target with no derivation is negotiated rather than set.

The deliverable

What it is

Targets set by negotiation land where the person setting them expects to be comfortable. Targets derived from something — capability, benchmark, or what the plan requires — can be argued with, which makes them better.

A target that is met every period was set too low, and one never met was set without reference to capability. Both are visible in the record.
