The action threshold
The level that triggers a response, and who responds — because a threshold with no action is a colour on a dashboard.
The deliverable
What it is
Thresholds without attached actions produce a dashboard where things turn amber and nothing follows, which trains everyone to stop looking at the colours.
The action does not have to be dramatic. “Discuss at the next review” is a valid response and is better than an unstated one.

A threshold that fires repeatedly with no response means either the threshold or the response is wrong.
The other components in targets and thresholds
The target
What good looks like, with where the number came from — because a target with no derivation is negotiated rather than set.
LearnThe variation band
How much the measure moves when nothing has changed — because most reactions to measures are reactions to noise.
