What would have to be observably true for the ambition to count as reached — written now, so it cannot be redefined later.

What it is
Without an arrival test, a long ambition can be redefined each year to match whatever was achieved. That is the failure mode this element exists to prevent.
The test is written at the same time as the ambition and locked in the same way a statement is: revisable as an event, not by drift.
