The theme set
Two or three named lines of effort, each with the goals that sit under it.
The deliverable
What it is
A set of unrelated goals divides attention. A set organised into two or three themes concentrates it, because work under one theme tends to make other work under the same theme easier.
More than three themes is the same problem the themes were meant to solve.

What it is made of
Each element is a constituent part of the component. Follow one to see the attributes it carries.
