When it is settled
The phase at which the requirement becomes fixed, after which arriving with an alternative is too late.

What it is
This is the field that turns the requirement list into a calendar. A requirement settled in phase two cannot be influenced in phase four, whatever the relationship is worth.
Where the answer is unknown, recording it as unknown is worth more than a guess, because it names the thing worth finding out first.

Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
