Who imposes it

Where the obligation comes from, which decides whether it can be argued with at all.

What it is

Legislation, an industry body, the client, or a party further up the chain. A requirement imposed by law is a constraint; one imposed by a client is a position, and positions can be discussed.

The party who imposes a requirement is frequently not the party who has to satisfy it. Knowing both is what makes it clear who to talk to.
