The part
What it is
Written as something the organisation does or refuses rather than as a quality it possesses. “We say the difficult thing early” is usable; “honesty” is not.
Held fixed. A value paraphrased differently by each department has already stopped being one commitment.
The smallest level
The attributes it carries
Each attribute is one of the framework’s shared types. What a date is, and how it is written, is defined once for the whole model — the note here says what it means in this particular place.
Value
The commitment, in wording that describes behaviour rather than a quality.
