Priority
A rank within a set, meaningful only relative to the other members of that set.

What it is
Priority is a scarce resource by definition. Where everything is high priority, the attribute has been filled in without being used, and the ordering it was meant to produce has not happened.
A ranked list forces the trade-off that a labelled list allows people to avoid.
How it is recorded
A rank within a named set, not an absolute label. First, second, third — not “high”.

The usual mistake
Labels instead of ranks. Twelve “high priority” items is the same information as no priorities at all.
