The candidate list
Everything that could plausibly land early, before filtering — the raw pool the selection is made from.
The deliverable
What it is
The list is written before the criteria are applied. Filtering while generating produces a short list of the obvious, and the useful candidates are rarely obvious.
The important column is whether the candidate borrows from the main effort. A quick win funded out of the core work is not a win.

Mark the capacity source honestly. A quick win borrowed from the main effort is a delay with better optics.

The written test each candidate has to pass: early, unambiguous, attributable, and serving the goal.

Who hears about each win, through what channel, and when. An unannounced win is not a win for this purpose.
