The ownership record

One named owner per goal, dated and confirmed — not a team, not a role, and not two people.

The deliverable

What it is

Accountability does not divide. Two people accountable for one goal produces a goal that advances only when both happen to have capacity.

The record exists to make that impossible to fudge. A field that will only accept one name is a design decision rather than a limitation.

A goal reassigned three times has a goal problem, not an owner problem. The count is what surfaces it.
