The review
The annual reading, including the verdict that nothing moved — because a review that can only report progress is a report.
The deliverable
What it is
Once a year is the right rhythm for a decade horizon. More often produces noise; less often means the vision goes unexamined until it is obviously wrong.
The review has to be able to conclude that the organisation is no closer. Where it cannot, everyone involved knows it, and they stop preparing for it properly.

Learn
Three consecutive years of no movement is the signal to revisit the vision, not to repeat it more loudly.
The other components in progress
The markers
Intermediate measures that would move if the organisation were genuinely closer — designed so that they could plausibly fail to move.
LearnThe revision trigger
What would make revising the vision the right answer, agreed in advance — so that a later revision is a decision rather than an embarrassment.
