What would make revising the vision the right answer, agreed in advance — so that a later revision is a decision rather than an embarrassment.
The deliverable
What it is
Visions are revised. The failure is not revision but the absence of any agreed reason for it, which turns every change into either a defeat or an unexplained new direction.
Setting the triggers while the vision is new costs nothing and removes most of the difficulty from a change five years later.
