The exclusions
What the vision makes it wrong to pursue, named specifically — because a vision compatible with everything settles nothing.
The deliverable
What it is
The exclusions are what give a vision force. They are also what nobody wants to write, because each one is an argument with somebody who has a proposal.
A useful exclusion names something the organisation could plausibly do and has decided not to. Ruling out what was never possible costs nothing and proves nothing.

Ruling out what was never possible costs nothing and proves nothing. Exclude something you could actually have done.

The decisions settled
Occasions where the vision actually decided something, with what was declined — the evidence that it works.
LearnThe pressure
Where exclusions are being reopened, and how often exceptions have been granted — because each one looks reasonable and the sum is a vision that permits everything again.
