Reports nobody has opened in a period, with what happened to them.

What it is
Retiring an unread report is resisted because someone once asked for it. Announcing removal and letting objections surface is faster than seeking permission and produces almost no objections.
Regulatory and contractual reports are exempt and should be marked, since they cannot be retired on usage grounds however unread.
