The trigger
What would cause the fallback to be used, stated as an observable condition rather than as a judgement.
The deliverable
What it is
Without a trigger, the fallback is used when things are undeniably lost, which is after its lead time has expired.
The trigger should be observable by someone specific on a specific date, which is what makes it fire rather than be debated.

What it is made of
Each element is a constituent part of the component. Follow one to see the attributes it carries.
“Milestone three not reached by the fifteenth” fires. “If it looks like it is slipping” does not.
