What it is
Governments use the tax system to encourage research, investment, hiring and activity in particular places. Incentives of this kind can influence strategic choices — where to locate a function, when to invest — and are sometimes missed because nobody is looking for them.
Most incentives come with conditions that continue after the claim. A register that records only the benefit, and not the conditions, invites a clawback later.
