The route
How someone raises one, and to whom — because the person who sees it first is usually far from the decision.
The deliverable
What it is
An opportunity seen by someone in support or delivery reaches leadership only if a route exists. Through a line manager and a monthly meeting, it arrives after the window has closed.
The route has to be direct, short and known. All three are required and the third is the one usually missing.

Learn
Ask people who they would tell. In most organisations most people cannot say, which means there is no route.
