System lever register
The systems that currently reward the assumption being shifted, the change made to each, and who owns that change.
The deliverable
What it is
Assumptions persist because systems keep rewarding them. A budget rule that punishes overruns teaches caution; a meeting format where only the chair speaks teaches deference; a report that shows only volume teaches volume. Schein counts these among the secondary mechanisms, and they hold a culture in place long after anyone remembers deciding them.
The register lists them against the shift brief. The systems themselves stay owned where they live — promotion criteria in HR, reporting in the Data Core, decision rights in the Organisation object — and the register records the cultural reason for changing them and whether the change was made.
