What it is
Refreshing beats replacing wherever a piece still works. Replacement restarts the accumulation — the links, the familiarity, the standing — for a gain that is usually cosmetic.
Retirement has to be scheduled or it never happens. Nothing prompts anyone to remove content, and a page describing something that no longer exists stays reachable for years.
