Target pathway
The interim milestones between baseline and target, the levers expected to deliver them, and the dependencies outside the organisation’s control.
The deliverable
What it is
A target states where the organisation intends to be. The pathway states how it expects to get there, which is the part a sceptical reader examines first and the part most often missing.
It is a planning artefact that stays linked to the rest of the organisation’s plans. The measures used to track progress are defined and collected under KPI management in the Data Core; the pathway sets the expected values they are compared against.

Dated checkpoints between the baseline and the target, at least one of which falls inside the current planning cycle.
