Where each affected group stands in taking up the change, with a usage measure that shows whether the new way is actually in use.
The deliverable
What it is
An adoption tracker follows the change after go-live, which is the point at which most programmes stop reporting. Delivery is complete; adoption has only begun.
It combines two readings. The stage says where a group stands in its own process; the usage measure says what it is actually doing. When the two disagree, usage is the one to believe.
